The rule for Indonesia
Indonesian mobile numbers start 08 domestically. Drop only the leading 0 and keep the 8. Lengths vary legitimately between 9 and 12 digits after the country code, so a shorter number is not necessarily wrong.
How to build an Indonesian WhatsApp link
- Start with the local number. 0812-345-678
- Apply the Indonesian rule. Remove the domestic dialling prefix shown above.
- Add the country code. Put 62 in front, giving 62812345678.

Does a valid number mean the person is on WhatsApp?
No. Everything above concerns format, which is a separate question from whether an account exists. A correctly formatted Indonesian number can belong to a landline, to a newly issued SIM, or to someone who has deleted their WhatsApp account, and in each case the link will open and report that the number is not on WhatsApp.
